You broke the game about 20 patches ago. There was nothing wrong with it before you started to mess with the way the game played and sped it up to the point where 98% of maps now are way too small for the speed of the game.
Do the things that are needed, bigger maps, larger player base to 20 a side, increase platoon size by one to 4 players. Remove the smaller maps even the lower tier tanks are pointless on these. Remove the stupid algorithm that was introduced for platoons that stack teams so one team has the overall advantage, same with single players rebalance the matchmaker, so a single team isn't stacked.
You are losing your player base because you are trying to fix what wasn't broken for a new audience that doesn't have the appetite for the game like the loyal players that you are losing in droves.
It's not hard. If it ain't broke, then don't fix it. The problem is now it is broken, and you don't know how to fix it.
